How can a new contractor get a chance to bid on city repairs, such as apartments and home repairs.?

For example: some work was needed in a vacant apartment building and some other houses (I guess city owned). I was told all i needed was a small business liscense & insurance now i need to know how to get the jobs (HELP)!

    How do I get a personal loan for $35-40,000 to pay off some bills and home repairs with bad credit?

    I need a loan bad just became a home owner, & I am drowning, need help. If I could get the loan I could pay off all my bills and just have the monthly loan payment and utilties to pay. Then I could pay my mortgage with out worrying. If anyone can help me or show me how to get a loan, it would be beyond greatly appreicated. Any thing can help.

    What is easiest way to remove the glue/paste residue left on sheet rock after removing wallpaper & backing?

    I have not had any trouble removing the wallpaper itself, but nothing I’ve used removes the sticky glue except dampening the wall & scraping repeatedly, (and carefully, so as not to damage the sheet rock). There must be some easier, less labor intensive way.

    what is an aprroximate cost to repair an electrical bus wire?

    my meter & can is part of a " gang meter " of three units. currently my major appliances are not working. i have partial electricity in my home, tv and some fixtures. i was told the electrical Co. is not responsible for this repair. would anyone happen to know what the cost of this electrical work is?

    When do I need a permit or license to do electrical repairs?

    I’ve done some wiring repairs before, and I was looking at a foreclosed property. I ruled it out because of the iffy plumbing, but I was wondering if I would legally be allowed to do the circuit breaker box wiring (new circuit breaker box is in place) and the myriad of switch and receptacle installations (Half of the duplex was being renovated when it foreclosed) myself without license/permit. And how do insurance companies treat the do-it-yourselfers? And what if the place is to be rented? If you just tell me I should always get an electrician, I’m going to scowl at you.
    The frown I can stand, but the denial of insurance is always annoying. Can they do that?
    Whose liability claim? You mean tenants if something goes wrong?
    I mean to cover that iffy plumbing in another question. I was afraid that the damage may be extensive and it’s slab-on-grade here.
    Nobody peering thru windows.. well, no,.. but it’s a HUD home inspected & documented by their guy. Do I think they’d be out to get me legally? Not particularly, but politics can be pretty weird in FL.
    Rinse, repeat… lol..
