Electrical repair of glow coils on old oven?

Okay so I have an extremely old Kenmore brand oven. Not sure how to find out any other information on the stove. My glow coils went out (3 out of 4 of them) When I flip up the range lid, the electrical cords are rust and one of them has completely rusted apart. Is there any place that sells repair kits for this? Any tips/advice? I am a pretty crafty person, I can work on my own car, and install/fix electrical fences, and I am a female…plus with the way the economy is now a days I do not have a lot of money so I need to do this by myself.

Can a short in electrical cause a triple electricity bill?

My friends bill was over 0 last month. He is never home and turns the heat to 65*when he is. He also burns wood. I know his heating and air unit has had a number of repairs in the past and he said there is something wrong in the back two rooms with the lights.
Can all this cause the bill to have tripled? And how can you find a cheap electrician to check this out?

Can we get a loan for home repairs, remodeling, etc. ??

We have owned our house for over 3 years now going on 4 years. We have
not had much done to it remodeling or repairs done to it. Needs some
repair work done to it.Is it still possible to get it Refinance? We
would like to if possible get all or some of these things done: Credit
card bills payed off,bills paid up to date,maybe lower our
payments,home repairs, home remodeling,Maybe some cash back, etc.Is all
